Giuliani's comments came days after CNN aired audio of a recording Cohen made of him and then-candidate Trump discussing a potential payment to Karen McDougal, a former Playboy model who has alleged she had an affair with Trump about a decade ago.

And speaking to CNN in May, Carrie Cordero, a CNN legal analyst and an adjunct senior fellow at the Center for a New American Security, said collusion isn't a crime "in the literal sense" but that there could be related criminal violations in colluding, such as receiving foreign money in a political campaign or assisting with or being an accessory to computer hacking.

"Why is it up to Robert Mueller to have to support the president's tweet?" continued Camerota.

"I didn't know any of that".

Giuliani says Trump could make a decision this week or next about whether to sit for an interview with Mueller. "George Washington didn't know Benedict Arnold was a traitor". Asked about the reversal on "Fox News Sunday", Giuliani said if he had known about Cohen's recordings, he would have called him a "scoundrel" instead of praising him. He said again that only one of those tapes contains Trump's voice. "It happens in life, that you get double-crossed". Trump said there was "No Collusion!" and added that Mueller's "rigged witch hunt" was "an illegal Scam!" He has not been charged with any wrongdoing, but his closeness to Trump has raised questions about whether he could be pardoned, though Cohen has recently told friends he is pessimistic the President would offer him one. Giuliani told CNN "the judgment's out" about whether he and the president respect Mueller, a decorated Vietnam veteran and Republican-appointed former director of the Federal Bureau of Investigation.

Pressed during a television interview Monday about what Trump meant, Giuliani said the dispute remains unresolved "even to this day" and was serious enough that it would have kept him from taking a position investigating Russian interference in the 2016 election.

It has previously been reported that Trump believes a supposed dispute over golf club fees represents a potentially disqualifying conflict of interest for Mueller. "Nor could I really speculate on it".

President Donald Trump's lawyer, Rudy Giuliani, said Monday that he does not know whether Trump would ever pardon Michael Cohen, the President's embattled ex-lawyer now under criminal investigation.

At the back end of the marathon interview, which Giuliani said at one stage was "getting to be a silly conversation", Giuliani said: "I think the odds are against [an interview] but I wouldn't be shocked if [Trump] wants to do it".

"We'd like to get this over by September", Giuliani said.
